Paul Marchant, Primark CEO, quit his position after being accused of misbehavior at a social engagement. Mr. Marchant accepted that he had made a judgment error following the parent group of the firm, Associated British Foods (ABF), which reported that an independent review by external lawyers was conducted. He accepted that his conduct had not been according to the expectations of the firm.

Mr. Marchant cooperated with the investigation and apologized to the person concerned, ABF said. The company also revealed that he was previously involved in another incident of “inappropriate communication.” This incident had been investigated some time back, and necessary action was taken then.
While ABF did not reveal additional information about whether the incidents involved employees of the company or individuals outside the company, a spokesperson stressed the need to preserve privacy and protect identities.
A Leadership Legacy Tainted
Paul Marchant became Primark’s CEO in 2009, replacing the company’s founder, Arthur Ryan. During his tenure, Primark greatly expanded its international reach, drawing in price-sensitive yet fashion-conscious consumers with its low-price apparel and high inventory turnover.
Expressing his disappointment over the situation, ABF’s Chief Executive George Weston stated, “I am immensely disappointed. Colleagues and others must be treated with respect and dignity. Our culture has to be, and is, bigger than any one individual.”
Weston also highlighted the core values of the company, stating, “At ABF, we are of the view that high integrity standards are a must. Being responsible in our actions is the only way to establish and run a business in the long term.”
ABF also assured that it is still in touch with the person who had expressed her concerns and has also offered to continue supporting her.
Primark’s Journey Under Marchant
It was established in 1969 in Dublin as Penneys, but Primark became a worldwide fashion behemoth under Marchant’s leadership. Savvy consultancy retail analyst Catherine Shuttleworth added that the key to the brand’s success was in making fashion available to everyone. “It has provided access to cheap clothes for everyone, especially at a time when global supply chains have become more developed and made materials and products more accessible,” she said.
Prior to joining Primark, Marchant had held high-profile positions at major retailers including Debenhams, Topman, and New Look. Though highly experienced in the industry, he, like his predecessor, kept relatively low-profile. Shuttleworth noted that Primark’s leadership keeps a low profile, allowing the brand’s products and stores to make their own statement.
While most rivals waited for years before following, Primark held off the e-commerce conversion. Nevertheless, in 2022, as pandemic-related restrictions changed consumers’ shopping patterns, the store launched a click-and-collect facility—albeit still shunning home deliveries.
Ethical Issues and Market Challenges
Primark has long been under attack for contributing to fast fashion and making cheap, disposable garments. In a 2022 BBC interview, which was unusual for the fashion designer, Marchant spoke about these issues, stating, “We’ve worked so hard and we keep working hard on making sure that we’re enhancing the quality and the lifespan of our clothing. We don’t want customers to purchase something and then bin it. We want them to purchase, adore, and keep it in their closet [and] pass it down to their friends.”
As one of the most important components of ABF, Primark accounts for almost half of the group’s overall revenue, which is roughly £20 billion. Nevertheless, during its latest trading update to include the holiday season, the business revealed a dip in UK and Irish sales, respectively accounting for 45% of overall revenue at Primark.
Upon announcing Marchant’s departure, ABF’s share price fell close to 4%, dropping to £18.64 a share.
Financial expert Susannah Streeter of Hargreaves Lansdown noted that Marchant’s departure arrives at a stormy time for the retailer. “The change in leadership will be discomfiting, especially since Primark posted a very mixed set of results last time around. This shake-up at the top arrives amidst weaker consumer confidence, which has contributed to softer footfall through its stores and falling market share in the UK.”
Even in a tough domestic market, Primark has done well overseas. Streeter cautioned that the transition at the top may hinder its expansion plans. “There could be uncertainty ahead about the speed of expansion given the change of boss.”
Leadership Transition
ABF’s financial director, Eoin Tonge, will become Primark’s acting CEO with Marchant’s resignation effective instantly. Tonge’s role will be temporarily assumed by Joana Edwards, finance controller of the company. “Both have the experience to perform these roles well,” states ABF.
The Weston billionaire family, who previously owned Selfridges department store until 2021, retains control of ABF.
